Don’t value renewing customers

Wanted to charge me over $1,100 to renew my policy, as opposed to last year it was just over $800. Told me my policy would rise every year, even though I wanted to change my Pay As You Drive kms down to 6,000 from 10,000. Was told that would only save me 41 cents. So I cancelled the policy and signed up as a new customer and it cost $770... Why charge a renewing customer close to $400 more than a new customer signing up? Doesn’t make any sense.
